practical answer: send it. one vial, one service, and you will know whether the 96.8 holds. CPC has come back 98.3 and 98.6 in the community log so a 96.8 claim would actually be conservative for them, which is its own mild signal.

because inter-lab variance is one to two points and 0.3 is a third of the smallest meaningful difference. if you treat 0.3 as a failure you will be accusing everyone of everything forever.
